Interesting idea...

Drywater, or regular Water, or... ?
I'm not sure though. The location is remote enough it may not cause issues, but depending on the cost might de-value water resources a bit. Better mercantile minds would know better this sort of thing though.

how about minor modification: resource would be 0/0... but clickable with very high AP cost (i.e. 100) would add one resource - like Fenth with saccing. it would be a bit weird if collection from stream required bucket - and from pump AP only
