Sorting hat approach to citizenship? Perhaps as part of MP5 "story mode", you are encouraged to seek citizenship or alliance membership.

Citizenship yes, alliance no. While we're on that topic, I've thought many a time that people should have citizenship prior to joining an alliance, I mean, after all, I wouldn't move from one land to another and automatically join their army without becoming a citizen first.

ah, yeah. I've found that if i manually idle, it seems to help.
