Aren't Willow Shop And Other Shops Sanctuaries?

i left my char idle at willow shop and got attacked 3x
i thought shops were also sanctuaries

Read the tags of each location to know if the place is a sanctuary or not. That's the best way

Not even all the Altars are sanctuaries, for example Wasps in Loreroot, and the Fenth in Marinds Bell.
