There's 2 bugs involved with this it seems.

Burns lost his original loyalty score after having been tested on, from 60k? or so? to 0 when he released it.

And, I was able to cast it during HC, when the announcements did not include it for the spells allowed to be casted.

I can say that the reason it went to 0 was because of a "fix" to illusions - which turntofrog is. However this should have only mattered if the illusion was active whilst the fix was done (this was a few days/weeks ago).

How long ago did this happen? Also when was turntofrog cast on him? He appears to have 30k loyalty now?

Well, the fix apparently did not work- I casted it yesterday, he released it today? Long after the fix at least. He kept his original loyalty, which was then only reset when he released the illusion.

The 30k comes from council temporarily fixing it.

When did you cast? Yesterday at 10:30 pm server? Something like that. I undid it before going to sleep at 1 am.

I asked Chewett for confirmation, it appears to be happening at all times with that particular spell, and the 30k indeed are from the council performing some magics on me, i hope the requested message made it onto their whitelist :))
