I am in charge/control of the Necrovion forum. If I wish to open a topic that was closed from a Moderator(Chewett, dst, Grido, Shadowseeker)in that section, I can do it without asking them or do I need their permission first?

If something has been closed, then it has been closed for a reason, and if said topic is opened and the issue continues, Then it shall be closed again and you will be asked not to open it again.
