Unable to pickup Acoustic Obfuscator despite having 120 land loyalty to no homeland

I cannot get the Acoustic Obfuscator from the LR capital despite my profile indicating that I have 120 land loyalty to no homeland.

No homeland land loyalty doesnt count.

If you wish to debate the reasoning, say so on another thread, but im closing this as not a bug as its doing as intended.

Whether that is good or not, is something to open a post about :)
