Decoctions are made by boiling or simmering water to extract the plant's properties. This method is preferred for bark, roots, seeds, tougher parts of plants. The plants are added to cold water, covered and brought to a boil for 15-20 minutes. ????

A herb is a fibrous plant which, after its flowering state, dies down completely leaving only the roots beneath surface, which will regenerate new growth the following time...????
