If the community doesnt care enough to make one, then clearly they dont care about them not getting it back. If you feel strongly take some action.

As Chewett said, and as you seem to have not noticed, if a person feels strongly that the CoE should not get returned they will enchant a heat voting clickie themselves. Therefore, the vote isn't nearly as inaccurate as you think.
