Weapons & Armor - Help or hurt

With negative stats, the +% changes are also negative....  so I'm in a position that using weapons and wearing armor HURTS me.  Not intuitive....

I believe that this behaviour has been the case for many years, although I do agree that it is quite unintuitive. Those, however, who aim to have negative statistics are also those who would use weapons and armour to their advantage in the way that it currently doth function.
