The only rule is - you're not allowed to have your different characters, or alts, interact. If you start fresh, you start at the bottom and are not allowed to benefit from the wealth of previous characters. People can even go back and forth between multiple characters, but the rule about using alts to help each other is pretty solidly a NO!
