Forge claims enchanted 0% but turns out to be enchanted

I created a forge that would result in a 0% likelyhood to enchant and 100% usable:

But when the item came out, it was enchanted:

I have a load of enchanted stuff, so I purposely used my forge to avoid that, but it seems it still came out enchanted?

    Very possible, it would be good to know though. 100% and 0% seems pretty clear
