I can certainly keep a secret. I do what I can to consider things from every angle, and am generally open-minded. Since this is a public task, I'd obviously be doing everything I can to express to the rest of the council all of the views I could, even if I were to disagree with said view. I believe it is important that my thoughts come second to that of the rest of the community since I am just one man, not several. (Though, I guess that's what it means to be "unbiased")

Well, one thing that helped me out a lot was Mya's newbie quest. Perhaps someone could revamp that quest and get continued sponsorship to solve the issue of "confused newbies." Since it is, after all, a roleplay based game. Perhaps a particular player from each land. Not a monarch, since the role of a king would logically be that they are "too busy with more important matters". But perhaps the monarchs could hire someone to do this... Someone like a tutor. So you would see yet another new role. Necrovion Tutor, Lorerootian Tutor, etc.
So make an in-game tutorial specifically for mechanics. Add the tutors to handle a quest as to how the game works beyond the mechanics.

Or the viscosity in an area could be amplified by low amounts of resources/depletion. I would like it if there was some sort of "depletion counter" that showed the amount of scenes in a land that are depleted. Then once, say 2/3 of the scenes are depleted, viscosity will change from (-80 to +40) to (-20 to +60). Could even make staged of this as well... to where the final stage takes place when the amount of scenes that are depleted are 5/6 and it will become (+10 to +90).

But how will a new player know to read the rules page? When we first start out, we have all this information we need to consume. You could make some type of npc quest that needs to be complete to be able to advance to MP4 on top of or as an alternative to the standing requirements. Something like "Go here, activate the clickie and read this info. Then answer these questions based on the info read." As far as I see, there is only one npc newbie quest, which is what most new players are looking for. A way to get a grip of how the game works. It is also possible that certain locations be locked off until completion of parts, if not all of the quest.

You could implement the basics of what the announcements contain in the tutorial.

IP ban will not be performed for escaping jail. That part of the announcement is old and now incorrect.
Then that needs to be stated in an update announcement. As far as I can see, you demand that all rookies read through all of the announcements so if one is incorrect, it needs to be stated somewhere.

That would be like saying just because Azull is the King of Necrovion, he can get away with giving away every spoiler he can think of... The 'exception' to the rule. These rules are in place for a reason. And those who are in roles of power should be punished more harshly then those who aren't. Simply because when a King or Queen or who ever breaks rules and isn't judged harshly enough, their people are sure to follow in the footsteps and break these rules as well.
